I. Executive Overview & Career Scope

Harvey L. Phelps is a senior executive advisor, author, facilitator, and relationship architect whose career has been defined by his ability to connect people, institutions, and opportunity. With more than five decades of professional leadership, he brings a rare cross-sector perspective developed through executive governance across insurance, healthcare, telecommunications, mortgage operations, aviation, facilities, construction, public affairs, inclusive procurement, and small-business development.

Harvey’s enduring specialty is translation. He helps large governmental and corporate institutions clarify what they need, helps qualified local businesses understand how to compete, and helps civic leaders build the relationship infrastructure and operating discipline required to convert access into measurable economic performance.

“Access opens doors. Strategy builds institutions. The opportunity is not complete until the right people can find it, qualify for it, perform the work, and build sustainable value from it.”

II. Public Affairs & Municipal Engagement

Harvey Phelps maintains deep, active civic relationships with municipal, political, and business decision-makers throughout the southern Dallas–Fort Worth corridor and across the state of Texas.

Through ongoing advisory consulting with JBJ Management, Harvey focuses on program management, public-affairs opportunity development, and strategic community partnerships across:

  • City of Arlington — Infrastructure development, sports/entertainment corridor procurement, and diverse supplier inclusion.
  • City of Mansfield — Municipal facility projects, local business contracting, and regional economic alignment.
  • Southern Dallas Corridor (Cedar Hill, DeSoto, Duncanville, Crowley) — Commercial logistics, municipal service contracting, and minority venture creation.

Earlier in his career, Harvey served in executive leadership with the Urban Chamber of Commerce in Las Vegas and participated in liaison work connected to the office of U.S. Senator Harry Reid, establishing high-level bipartisan credibility that has endured across decades.

III. Aviation Infrastructure & DBE Performance

Harvey's background in federal Disadvantaged Business Enterprise (DBE) regulations and large-scale transportation infrastructure is supported by primary public and legal records:

Corporate Diversity Officer, ERMC (Dallas/Fort Worth International Airport): Led the supplier inclusion program for terminal maintenance, janitorial, and security services at DFW Airport, achieving a landmark 40% minority subcontractor participation rate while upholding strict FAA and airport authority quality standards.

Detroit Metropolitan Wayne County Airport: In the early 1990s, structured pioneering airport advertising, retail concessions, and DBE venture formations at Detroit Metro Airport, creating durable commercial precedents documented in published U.S. Federal appellate court records.

IV. Author, Thought Leader & Facilitator

From 2016 through 2024, Harvey served in senior executive leadership with Metrics2Results, Inc. During this tenure, he developed curriculum and facilitated unconscious-bias and conscious-leadership programs for corporate boards, municipal agencies, school district superintendents, and law enforcement leadership nationwide.

He is a co-author of the published book Unconscious Bias: A Book About People (subtitled Turning Unconscious Bias into Conscious Thought), which translates organizational psychology into practical tools for overcoming comfort bias in executive hiring and vendor selection.

“Inclusion is an operating strategy, not a ceremonial statement. The strongest programs align opportunity design, supplier capability, executive accountability, and contract performance.”
