I am Harvey L. Phelps — an executive advisor, author, and facilitator whose work sits where enterprise requirements, public opportunity, inclusive procurement, and measurable growth meet.

My career has crossed boardrooms, airports, government relationships, supplier networks, insurance, mortgage operations, healthcare, telecommunications, and construction. The enduring specialty is translation — helping large institutions clarify what they need, helping qualified businesses understand how to compete, and building the relationship infrastructure that lets both sides move with confidence.

As co-author of Unconscious Bias: A Book About People, I have facilitated bias-awareness programs for corporations, cities, and school districts across the United States — turning implicit assumptions into deliberate thought and practical action.

Today, my consulting focuses on supplier-diversity strategy, contract readiness, strategic business development, executive advisory, inclusive procurement design, and speaking and facilitation across the southern Dallas–Fort Worth region and beyond.
